About Us

Westmoreland Partners is a privately-held retail real estate investment company founded by accomplished shopping center developers Drew Gorman and Howard Biel who also directed the Mid-Atlantic and Northeast business activities of ECHO Realty based in Washington, DC. Prior to joining ECHO Realty, they were senior managing directors at Faison. As Faison, these Westmoreland principals focused much of their attention upon development projects in Southern Maryland: Calvert County, St. Mary's County, Charles County and Prince George's County.

DREW GORMAN

Drew Gorman has nearly thirty years’ experience in the shopping center development business. Mr. Gorman is currently Senior Vice President of Acquisitions and Development for ECHO Realty. Prior to joining ECHO, he was the Managing Director for Faison where he was responsible for all leasing and sales activities for the Northeast / Mid-Atlantic region. In 2010, Mr. Gorman co-founded Westmoreland Partners, a privately held, retail real estate and advisory company, specializing in redevelopment and repositioning of distressed assets and select ground-up development.  He also served as Senior Vice President of Development for Palisades Realty & Development and Chief Operating Officer-Northeast Region for Federal Investment Realty Trust.

As Senior Vice President of Acquisitions and Development, Mr. Gorman was in charge of expanding ECHO's presence in the MidAtlantic and Southeastern regions of the United States through the acquisition/ redevelopment and ground-up new development of supermarket-anchored shopping centers. Mr. Gorman and his partner, Howard Biel, opened ECHO Real Estate Services' Washington, DC office in September 2012.  Since joining ECHO, Mr. Gorman has overseen the acquisition and/or development of 30 shopping centers totaling nearly 3 million square feet.

At Faison, Mr. Gorman was responsible for all leasing and sales activities for the Northeast Region of Faison, which between 2002 and 2010, completed the development of nearly five million square feet of retail projects, .  In addition to the leasing and sales responsibilities, Mr. Gorman also had direct involvement with all land acquisition, development, financing, disposition, and partnership relations of Faison projects.

Mr. Gorman joined Faison as a member of Palisades Realty & Development (which was merged into Faison in 2002) as Senior Vice President. Prior to joining Palisades, Mr. Gorman enjoyed an eight-year career with Federal Realty Investment Trust where he successfully leased over 1.2 million square feet of space with an aggregate lease value in excess of $250 million. Mr. Gorman started with the Trust in 1992 as a Leasing Associate and was promoted to Anchor Leasing in 1994. In 1998, Mr. Gorman became the Vice President of Anchor Leasing, where he managed the department responsible for identifying anchor leasing opportunities for the Trust’s 15 million square foot national portfolio as well as key anchor tenancy for the Trust’s new and redevelopment projects. In 1999, Mr. Gorman assumed the position of Chief Operating Officer – Northeast Region where he directed the activities of a staff of 265 accountable for all operating responsibilities for the Boston, Hartford, New York, Philadelphia, Detroit and Chicago markets. While in this position Mr. Gorman supervised the operation of 50 retail properties: he identified and initiated $20 million of redevelopment opportunities and $15 million of new development opportunities: and he negotiated over 250,000 square feet of new leases for the region.

Mr. Gorman has a M.B.A. degree from Loyola College in Baltimore and a B.S. degree from Towson University. He is an active member of the International Council of Shopping Centers and Urban Land Institute.

HOWARD BIEL

Dr. Howard Biel is the Senior Vice President of Acquisitions and Development for ECHO Real Estate Services Company. In this capacity he is in charge of expanding ECHO's presence in the MidAtlantic and Southeastern regions of the United States through the acquisition/redevelopment and ground-up new development of supermarket-anchored shopping centers and select market-dominant power centers. Biel and his partner, Drew Gorman, opened ECHO Real Estate Services' Washington, DC office in September 2012.

Prior to joining ECHO, Biel was with Faison & Associates. From 1994 through 1997 and from 2002 until 2012, he was Partner and Senior Managing Director for the Mid-Atlantic and Northeast region. During his tenures at Faison, Biel was in charge of business development, land acquisition and partnership relations. Also, under his purview was project implementation and execution for each commercial program totaling approximately seven million square feet of retail space in trade areas primarily within the Washington to New York corridor.

Biel was also President of Palisades Realty & Development, a privately held real estate development company, from 1991 to 1994 and during its re-launch from 2000 to 2002. He was responsible for business development, land acquisition, entitlement and partnership relations, as well as project implementation with respect to each engaged building program.


From 1998 through 2000, Biel was Senior Vice President/Chief Development Officer at Federal Realty Investment Trust. He was directly responsible for all development, leasing, property management and marketing activities for each commercial asset of this premier national real estate investment trust, and formally in charge of 16 million square feet of community shopping center and urban street retail properties.

Prior to his employment at Faison and Federal Realty Investment Trust, Biel served as Executive Vice President at Western Development Corporation from 1986 until 1991 and as Senior Vice President at the DeBartolo Corporation from 1979 to 1986.

​

Before his introduction to and participation in commercial real estate development, leasing, and management, Biel was an academician, first serving as Assistant Professor and Director of the Urban and Environmental Studies Program at Case Western Reserve University (1973-1977), and then as Assistant Professor of Geography at the University of Vermont and Middlebury College (1977-1978).

​

Dr. Biel has a Bachelor of Arts degree in Urban and Economic Geography from Miami University, as well as a Master of Arts and Doctorate in Geography from the Ohio State University.

​

Biel is a long-time active member of the Association of American Geographers, International Council of Shopping Centers, and Urban Land Institute.
